    When I stop to take play breaks (without toys or food) my puppy tries to bite my hands-hard. Not sure how I re-enforced her to do this.

      What type of play are you doing? When I do hand play with puppies I work on bite inhibition at the same time. At first I will only yelp loudly and stop playing when my puppy bites HARD. Softer bites are good at first. When my puppy has learned not to bite HARD, then I start yelping at the next hardest bites, slowing teaching them that humans are fragile and to only bite softly. Then as they get their adult teeth I wean off that, no touching humans with your teeth.

        I was clapping and saying yay good puppy and taping the ground but it seems to ramp her up on my hands. Any movement of my hand she will start barking and try to bite so I stop. Now I just use verbal praise or end on a toy play. 13 weeks in a few days she biting more softly in general. It’s just when I try to hand play after a training session .

          Yes, so think of that type of play as a training session for now with the criteria outlined above. Ending with verbal praise and or toy play is a great idea for now until she learns proper hand play.
