Does the person to whom you are sending an iCloud link need to have an iCloud account in order to access your link? Do they need to have an iPhone or other Apple device?
No they do not. They can simply download the video. If they DO have iCloud, they will have options to add your photo/video to their own iCloud library. But there’s also just a plain “download” option that can be used on any devise/operation system.
